ABSTRACT

Previous research has shown that virus infectivity can be dramatically reduced by radio frequency exposure in the gigahertz (GHz) frequency range. Given the worldwide SARS-CoV-2 pandemic, which has caused over 1 million deaths and has had a profound global economic impact, there is a need for a noninvasive technology that can reduce the transmission of virus among humans. RF is a potential wide area-of-effect viral decontamination technology that could be used in hospital rooms where patients are expelling virus, in grocery and convenience stores where local populations mix, and in first responder settings where rapid medical response spans many potentially infected locations within hours. In this study, we used bovine coronavirus (BCoV) as a surrogate of SARS-CoV-2 and exposed it to high peak power microwave (HPPM) pulses at four narrowband frequencies: 2.8, 5.6, 8.5, and 9.3 GHz. Exposures consisted of 2 µs pulses delivered at 500 Hz, with pulse counts varied by decades between 1 and 10,000. The peak field intensities (i.e. the instantaneous power density of each pulse) ranged between 0.6 and 6.5 MW/m2 , depending on the microwave frequency. The HPPM exposures were delivered to plastic coverslips containing BCoV dried on the surface. Hemagglutination (HA) and cytopathic effect analyses were performed 6 days after inoculation of host cells to assess viral infectivity. No change in viral infectivity was seen with increasing dose (pulse number) across the tested frequencies. Under all conditions tested, exposure did not reduce infectivity more than 1.0 log10. For the conditions studied, high peak power pulsed RF exposures in the 2-10 GHz range appear ineffective as a virucidal approach for hard surface decontamination. © 2023 Bioelectromagnetics Society.

ABSTRACT

There is evidence from around the world that rates of intimate partner violence (IPV) recorded by police have been impacted by the COVID-19 pandemic. However, not all studies or data sources have shown a consistent increase, and it is not clear how these observed trends may have been influenced by changes in the propensity of victim-survivors to contact police during the pandemic. We use data from a large survey of women in Australia drawn from a national online research panel to examine correlates of police reporting and barriers to help-seeking among a subset of respondents who had experienced physical or sexual IPV during the period of the first national lockdown. Victim-survivors were less likely to have contacted police following the most recent incident if the time spent at home with their partner had increased. They were also more likely to say they were unable to safely seek advice or support on at least one occasion. Police were more likely to be contacted by the victim-survivor if they or their partner had lost their job or taken a pay cut, but there was no relationship with changes in financial stress. Results suggest containment measures introduced in response to COVID-19 may have influenced help-seeking behavior among IPV victim-survivors. This needs to be considered when conducting or interpreting studies on the impact of the pandemic on IPV using police data. Proactive responses to support IPV victim-survivors are needed during current and future restrictions and periods of reduced mobility.

ABSTRACT

In many parts of the world, the social mobility restrictions and stay-at-home orders introduced during the early months of the COVID-19 pandemic have been associated with significant reductions in crime. However, contrary to this general finding, illicit drug offence detections increased significantly. In this study, we explore the geographical distribution of the increase in Queensland, Australia, using spatiotemporal generalised additive model (GAM) to identify locations in the Local Government Area (LGA) of Brisbane where drug offence detection rates were unusually high during the three months of the COVID-19 lockdown (April-June 2020). Contrary to expectation, we find that the increase in drug offence detection rates appears to have been modest in most places, but widespread and diffuse throughout the city. We conclude that drug offence detections are most likely to have increased incidentally, probably as a consequence of general street policing initiatives which saw an increase in the visibility and vulnerability of drug user communities. We do, however, identify several locations in Brisbane where the drug offence detection rate exceeded the prediction by a considerable margin (in one case, more than double the upper limit of the prediction). We argue that in these locations the increase was likely the result of some spatial displacement of inner-city drug markets coupled with a series of targeted policing activities. Further research is needed to clarify the true mechanism of change in these locations.

ABSTRACT

Public commentary has offered mixed opinion on the likely impact of COVID-19 restrictions on drug-related offending. On the one hand, it is argued that drug users ? and the drug markets in which they interact ? may have become the incidental targets of law enforcement as police seek to enforce social distancing regulations by focusing their efforts on street-level pedestrian activity or open-air gatherings. On the other, interstate border closures and restrictions on person and freight traffic are thought to have interrupted illicit drug supply chains, temporarily reducing or displacing market activity at the street level and thus reducing police detections of drug users. In this study, we extend current analyses of crime during the COVID-19 pandemic to explore how the rate of police detection for drug possession and other drug-related offences has changed. Using crime data from the Australian state of Queensland, we use Auto-Regressive Integrated and Moving Average time series modelling techniques to explore historical trends and their dynamic forecasts. We then compare actual offence rates for March through June to identify any statistically significant changes. We find that reported drug offences significantly vary across time and location highlighting that the impact of COVID-19 is not universal across Queensland. Thus, the significant heterogeneity in local drug market dynamics that has elsewhere been documented remains even in a major crisis with significant changes in policing activity and resource allocation. Our analysis has significant import for criminal justice practitioners in further understanding drug market dynamics and drug-related offending during COVID-19 restrictions.

ABSTRACT

Confronted by rapidly growing infection rates, hospitalizations and deaths, governments around the world have introduced stringent containment measures to help reduce the spread of COVID-19. This public health response has had an unprecedented impact on people's daily lives which, unsurprisingly, has also had widely observed implications in terms of crime and public safety. Drawing upon theories from environmental criminology, this study examines officially recorded property crime rates between March and June 2020 as reported for the state of Queensland, Australia. We use ARIMA modeling techniques to compute 6-month-ahead forecasts of property damage, shop theft, residential burglary, fraud, and motor vehicle theft rates and then compare these forecasts (and their 95% confidence intervals) with the observed data for March through to June. We conclude that, with the exception of fraud, all property offence categories declined significantly. For some offence types (shop stealing, other theft offences, and residential burglary), the decrease commenced as early as March. For other offence types, the decline was lagged and did not occur until April or May. Non-residential burglary was the only offence type to significantly increase, which it did in March, only to then decline significantly thereafter. These trends, while broadly consistent across the state's 77 local government areas still varied in meaningful ways and we discuss possible explanations and implications.

ABSTRACT

Objectives The objective of this study is to test whether recorded rates of violent crime declined in the context of social distancing regulations in Queensland, Australia. Methods ARIMA modeling was used to compute 6-month-ahead forecasts of rates for common assault, serious assault, sexual offenses, and breaches of domestic violence orders. These forecasts (and their 95% confidence intervals) are compared to the observed data for March and April 2020. Results By the end of April, 2020, rates of common, serious, and sexual assault had declined to their lowest level in a number of years. For serious assault and sexual assault, the decline was beyond statistical expectations. The rate at which domestic violence orders were breached remained unchanged. Conclusions Social distancing regulations are temporally correlated with reductions in some violent crimes. Social distancing is likely to have significantly limited interper-sonal interaction, especially in locations and at times when violence is usually prevalent.
